Complexity and Obsolete Data Concepts: Canadian Farm Policy, and the Changing Structure of Agriculture AgEcon
Freshwater, David.
Agricultural data systems remain based upon now obsolete concepts. In particular, the "full-time, family farm" is still organizing concepts for much of the farm data system, and for agricultural policies. Yet farming has clearly bifurcated into: a relatively small number of large farms that produce the majority of the food and fiber; and a large number of small part-time farms that depend mainly on off-farm income for household well-being. Both types are family farms, but they are not the family farms of the past. It is broadly recognized that large farms pose complex challenges for data collection and policy. But small farms are also complex. While small farms may not account for much production they are important for land use issues and for maintaining...

Determining Returns to Storage: Does Data Aggregation Matter AgEcon
Klumpp, Joni M.; Brorsen, B. Wade; Anderson, Kim B..
Aggregate data are commonly used to determine returns to storage. However, recent studies have shown that aggregating data may lead to underestimated returns. This article compares aggregate and elevator data from Oklahoma to determine if aggregate data underestimate returns. We find no difference between the mean returns estimated with aggregate data and the mean returns estimated with transaction level data from grain elevators in Oklahoma.

Discarding of cod in the Danish Fully Documented Fisheries trials ArchiMer
Ulrich, Clara; Olesen, Hans Jakob; Bergsson, Heidrikur; Egekvist, Josefine; Hakansson, Kirsten Birch; Dalskov, Jorgen; Kindt-larsen, Lotte; Storr-paulsen, Marie.
Denmark was the first nation in Europe to promote the use of Fully Documented Fisheries (FDF) through Remote Electronic Monitoring (REM) and CCTV camera systems, with pilot schemes in place since 2008. In theory, such a scheme could supplement and even potentially replace expensive control and monitoring programmes; and when associated with a catch quota management (CQM) system, incentivize positive changes in fishing patterns in a results-based management approach. New data flows are, however, required to ensure the practical implementation of such a scheme. This paper reviews the quality of the FDF data collected during 2008-2014 and their potential in strengthening information on cod discards. The analyses demonstrate the improved reporting of discards...

Dissolved Radiotracers and Numerical Modeling in North European Continental Shelf Dispersion Studies (1982–2016): Databases, Methods and Applications ArchiMer
Bailly Du Bois, Pascal; Dumas, Franck; Voiseux, Claire; Morillon, Mehdi; Oms, Pierre-emmanuel; Solier, Luc.
Significant amounts of anthropogenic radionuclides were introduced in ocean waters following nuclear atmospheric tests and development of the nuclear industry. Dispersion of artificial dissolved radionuclides has been extensively measured for decades over the North-European continental shelf. In this area, the radionuclide measurement and release fluxes databases provided here between 1982 and 2016 represent an exceptional opportunity to validate dispersion hydrodynamic models. This work gives accessibility to these data in a comprehensive database. The MARS hydrodynamic model has been applied at different scales to reproduce the measured dispersion in realistic conditions. Specific methods have been developed to obtain qualitative and quantitative results...

Ensuring representative economic data: survey data-collection methods in France for implementing the Common Fisheries Policy ArchiMer
Van Iseghem, Sylvie; Quillerou, Emmanuelle; Brigaudeau, Cecile; Macher, Claire; Guyader, Olivier; Daures, Fabienne.
Since 2001, Ifremer has implemented an economic data collection programme (EDCP) within the Data Collection Framework of the EU. It aims to obtain economic data from a sample of vessels representative of the entire French fishing fleet. This paper presents the strategies used for vessel sampling selection in the French EDCP and its implementation over several consecutive years. The approach is illustrated by the sampling plan for the fleet in the North Sea Channel Atlantic region. We show that the EDCP allows precise economic indicators such as gross revenue or fuel costs to be estimated for the whole fishing fleet, including small vessels (< 10 m), and consequently, it facilitates sound scientific advice regarding the Common Fisheries Policy. The...

Identifying falsified clinical data AgEcon
Lee, Joanne; Judge, George G..
Clinical data serve as a necessary basis for medical decisions. Consequently, the importance of methods that help officials quickly identify human tampering of data cannot be underestimated. In this paper, we suggest Benford’s Law as a basis for objectively identifying the presence of experimenter distortions in the outcome of clinical research data. We test this tool on a clinical data set that contains falsified data and discuss the implications of using this and information-theoretic methods as a basis for identifying data manipulation and fraud.

In-situ database toolbox for short-term dispersion model validation in macro-tidal seas, application for 2D-model ArchiMer
Bailly Du Bois, P.; Dumas, Franck; Solier, L.; Voiseux, C..
Appropriate field data are required to check the reliability of hydrodynamic models simulating the dispersion of soluble substances in the marine environment. This study deals with the collection of physical measurements and soluble tracer data intended specifically for this kind of validation. The intensity of currents as well as the complexity of topography and tides around the Cap de La Hague in the centre of the English Channel make it one of the most difficult areas to represent in terms of hydrodynamics and dispersion. Controlled releases of tritium-in the form of HTO-are carried out in this area by the AREVA-NC plant, providing an excellent soluble tracer. A total of 14,493 measurements were acquired to track dispersion in the hours and days...

Proposals for the collection of multifrequency acoustic data ArchiMer
Korneliussen, R; Diner, Noel; Ona, E; Berger, Laurent; Fernandes, P.
Acoustic surveys are used to estimate the abundance and distribution of many fish species, and have been based traditionally on data collected at a single acoustic frequency. Although it has been known for some time that the use of additional frequencies can provide information on the nature of the acoustic target, the knowledge and technology required to combine the so-called "multifrequency data" in an appropriate manner has been limited. The use of several transducers of different frequencies is now common on board research vessels and fishing vessels, so multifrequency data are often collected. In order for these data to be combined appropriately, their physical and spatial characteristics from each frequency should be as similar as possible. We detail...

Re-assessing the French small-scale coastal fisheries: from fleet activity to economic performance ArchiMer
Daures, Fabienne; Van Iseghem, Sylvie; Demaneche, Sebastien; Leblond, Emilie; Brigaudeau, Cecile; Guyader, Olivier; Berthou, Patrick.
While the majority of small-scale coastal fisheries are found in developing nations, a considerable number exist in developed nations as well. Indeed, small-scale fisheries are strongly represented in all European Union (EU) Member States, 81% and 87% of the EU 25 whole fleet is composed of vessels less than 12 and 15 meters long respectively. In 2000, European regulation established a fisheries data collection framework including economic information requirements in order to provide the scientific basis for the implementation of the Common Fisheries Policy. This paper presents the methodology designed to collect the relevant economic data and characterize the status of the French fleets from an economic perspective. Based on stratified sampling plan...
